IELTS is the test most Pakistani students assume they need for the UK. For a degree-level course it is often not required, because the visa rules let the university assess your English itself. Whether a particular university will do that is a different question, and that is where most of the confusion comes from.
This guide separates the two: what the Home Office requires, and what universities accept in practice.
What the visa rules actually require
For a course at bachelor’s level or above, the Student visa requires English at CEFR level B2. The rules give three ways to show it: a Secure English Language Test (SELT) from an approved provider, a qualification or nationality that exempts you, or, for degree-level study at a university with a track record of compliance, an assessment carried out by the university itself.
Pakistan is not on the list of majority English-speaking countries, so Pakistani nationals are not exempt by nationality. In practice, the third route is the one that lets you study without IELTS: the university states on your CAS how it assessed your English.
Ways UK universities accept English without IELTS
- A medium of instruction (MOI) letter. If your bachelor’s degree was taught in English, many universities accept a letter from your Pakistani university confirming this for postgraduate entry. Some also want a recent date, a minimum grade, or an online interview.
- School English grades. For undergraduate entry some universities accept HSSC / Intermediate English at a set percentage, or O level or IGCSE English at grade C or B.
- Another English test. Many universities accept PTE Academic, TOEFL iBT, LanguageCert Academic, the Duolingo English Test or the Oxford ELLT for degree-level admission, even though some of these are not SELTs.
- The university’s own test or interview. Some universities run an online English assessment, sometimes combined with the credibility interview.
- A previous degree from a majority English-speaking country, such as a UK, US or Australian degree.
None of these is automatic. Each university publishes its own list, often on a Pakistan country page, and the same university may accept an MOI letter for one course and insist on IELTS for another, particularly in medicine, nursing, law and teaching where professional bodies set the level.
When you will still need IELTS or another SELT
- Your university does not accept MOI or school grades for your course.
- Your course is below degree level, such as a foundation programme at a private provider.
- You need a pre-sessional English course with its own CAS before your degree.
- Your course leads to a regulated profession that sets its own English standard.
If you do sit a test, book the UKVI version where your university or route asks for a SELT, because the academic version alone is not accepted for that purpose.
Will the visa officer test my English?
Even when the university has assessed your English, UKVI can interview you and may refuse the visa if you clearly cannot speak English at the level your CAS claims. Many universities also run their own credibility interview before issuing the CAS.
Treat both interviews seriously. Speak about your course, your university and your plans in your own words. A strong MOI letter does not help if the interview goes badly.
Is skipping IELTS a good idea?
It saves the test fee and weeks of preparation, and for students who studied in English it is often the sensible choice. But a good IELTS score widens your choice of universities, can support a scholarship application and makes the CAS stage simpler.
If you are borderline on English, the cheapest route over the whole degree is usually to improve your English before you go rather than to struggle in your first term.
How to check quickly for your shortlist
- List the universities and the exact courses you want.
- Open each university’s Pakistan page or English language requirements page.
- Check what it says about MOI letters, HSSC English and alternative tests for that level of study.
- Ask the admissions team in writing if anything is unclear, and keep the reply.
Our course finder shows the published English requirements and waivers we have collected for each university, and an adviser can confirm them for your course before you apply. If you are also planning the visa, read our UK Student visa guide.
Frequently asked questions
Can Pakistani students get a UK student visa without IELTS?
Yes, for degree-level courses where the university assesses your English itself and confirms this on your CAS. You still need English at CEFR B2, and UKVI can interview you.
Do UK universities accept a medium of instruction letter from Pakistan?
Many do for postgraduate courses, provided your bachelor’s was taught in English. Each university sets its own conditions, and some courses still require a test.
Is the Duolingo English Test accepted in the UK?
Many UK universities accept it for admission to degree-level courses, but it is not a SELT, so it cannot be used where a SELT is required.
Do I need IELTS for a foundation year in the UK?
Usually yes if the foundation course is below degree level and run by a private provider, because a SELT is then required for the visa. Some university-run foundation years can assess English themselves.
