Cheapest Countries to Study in Europe for Pakistani Students (2026)

Six European countries where a degree costs a fraction of the UK, what each one asks of Pakistani applicants, and the trade-offs that do not show up in the fee.

For many Pakistani families the UK, USA and Australia are simply out of budget. Europe offers recognised degrees, a large and growing number of programmes taught in English, and in some countries tuition that is free or close to it.

Below are six European destinations that suit Pakistani students well, with the figures that matter for the visa and the honest downsides of each.

Europe at a glance

Country Tuition per year Living per month Stand-out feature
Germany Free at most public universities €992 (blocked account) 18 months to find work after graduating
Poland €2,000 to €5,000 €400 to €700 Lowest living costs; strong engineering and medicine
Hungary €2,500 to €8,000 €500 to €700 Stipendium Hungaricum covers tuition and pays a stipend
Lithuania €2,000 to €6,000 €500 to €900 Small, safe, English-friendly cities
Türkiye $1,500 to $8,000 $450 to $750 Large scholarships and a short flight home
Spain €2,500 to €16,000 €900 to €1,200 Business schools and up to 30 hours of work a week

Germany: no tuition, but strict on preparation

Most public universities charge no tuition to international students. You pay a semester contribution for administration and usually a public transport ticket. Baden-Württemberg is the main exception, charging non-EU students €1,500 a semester.

For the visa you must prove €11,904 a year (€992 a month), usually by opening a blocked account (Sperrkonto) with an approved provider, unless you hold an HEC scholarship or have a formal sponsor in Germany. The German Missions in Pakistan attest blocked accounts and handle student visa appointments online.

  • Entry with HSSC: Pakistani HSSC on its own usually does not give direct entry to a German bachelor’s. Students normally complete a year of a bachelor’s in Pakistan or a Studienkolleg foundation year ending in the Feststellungsprüfung.
  • Master’s: a four-year bachelor’s in a closely related subject, often with at least 60%.
  • Language: English-taught programmes usually ask for IELTS 6.0 to 6.5; most bachelor’s programmes are taught in German.
  • Work: students may work 140 full days or 280 half days a year, and graduates can stay up to 18 months to look for a qualified job.

Germany rewards students who plan a year ahead. Winter semester applications usually close on 15 July and uni-assist checks take weeks, so the real deadline is earlier.

Poland: the lowest living costs

Poland combines EU degrees with living costs that start around €400 a month outside Warsaw. Technical universities such as Warsaw, Gdańsk and Wrocław have long experience teaching engineering and IT in English, and Polish medical universities attract many Pakistani students.

You enter on a national D visa and then hold a temporary residence card. Medical programmes fill early and some run their own entrance tests, so apply at the start of the cycle.

Hungary: the scholarship route

Hungary is best known in Pakistan for the Stipendium Hungaricum scholarship, which covers tuition and provides a monthly stipend, an accommodation contribution and medical insurance. HEC is the nominating body in Pakistan and reported 1,427 awards to Pakistani students between 2016 and early 2026.

Without the scholarship, fees typically run from €2,500 to €8,000 a year, higher for medicine and dentistry. Medical faculties in Budapest, Debrecen, Pécs and Szeged have taught in English for decades, but they set entrance exams in biology and chemistry, so preparation starts months ahead.

Lithuania: small, affordable and English-friendly

Lithuania has a short list of universities but a high share of programmes taught in English. The European Commission puts bachelor’s fees from about €1,300 a year and living costs at €500 to €800 a month.

Students enter on a national visa and then apply for a temporary residence permit. With the residence permit, the European Commission notes that non-EU students may work up to 40 hours a week.

Türkiye: scholarships and a familiar culture

Türkiye has more than 200 universities, many with English-taught engineering, medicine and business programmes. Private universities routinely award merit scholarships of 25% to 100% of tuition, and the government’s fully funded Türkiye Bursları scholarship accepts applications from Pakistani students each year, usually in the first months of the year.

Quality varies widely between institutions, so the choice of university matters more than in most countries. Check accreditation, for example ABET for engineering, before you accept.

Spain: business schools and work rights

Spain is the most expensive option on this list but offers well-known business schools, a warm climate and some of the most generous student work rights in Europe: up to 30 hours a week. Graduates can apply for a 12-month permit to look for work.

Check how much of the programme is taught in English and whether basic Spanish is expected for placements.

The trade-offs to weigh

  • Language outside the classroom. Even on English-taught programmes, part-time jobs and graduate jobs often need the local language.
  • Fewer programmes to choose from than in the UK, especially at bachelor’s level.
  • Visa appointments at European embassies in Islamabad can be scarce in peak months. Book as soon as you have your admission letter.
  • Recognition at home. Choose accredited public or recognised private universities so that HEC equivalence is straightforward later.

Frequently asked questions

Which country in Europe is cheapest for Pakistani students?

Germany is cheapest on tuition because most public universities charge none, but you must show €11,904 a year in a blocked account. Poland usually has the lowest living costs, and Hungary can be almost free with a Stipendium Hungaricum scholarship.

Can I study in Germany after FSc?

Not usually directly. Pakistani HSSC normally needs either a year of a bachelor’s degree in Pakistan or a Studienkolleg foundation year before a German bachelor’s.

Do Pakistani students need an APS certificate for Germany?

The German Missions in Pakistan do not list APS as a general requirement for Pakistani student visa applicants. Check the current checklist when you book your appointment.

How do I apply for Stipendium Hungaricum from Pakistan?

Apply online to the Stipendium Hungaricum programme and through HEC, which nominates Pakistani candidates. The window usually closes in mid-January for study starting in September.
